The largest completed public construction bet in the record: a $66M Triumph grant inside a $210M airport MRO campus. The jobs obligor is VT Mobile Aerospace Engineering — 1,325 jobs at a $44,461 wage floor, on a clock that starts five years after Hangar 4's completion. Across five amendments the grant amount never moved while the completion deadline moved +44 months. Birdon's application cites this grant, with American Magic, as the City's grant-management precedent.
IHMC Healthspan Center
The 2020 application asked for $6,078,795 to "seed the establishment of a human performance cluster in Northwest Florida" — three years before any sailboat; the grant agreement followed in 2021. Five amendments grew the grant to $20.4M and replaced the original jobs metrics with a research-spending metric: expend ≥$58.5M in awarded research grants by 2036.
American Magic
An $8.5M Triumph grant renovated Warehouse 10 — "required to secure headquarters relocation" of an America's Cup team, pitched at 170 boat-building jobs at ~$105,000. The 2024 lease binds 120 jobs with no wage term. In 2026 the Cup assets were sold and the shop now builds composite wings for an anti-submarine Navy drone — a pivot the lease's own permitted-use clause required no public re-approval for.
Port Road & Rail
Hurricane Sally submerged the Port's roads and rail; an $11.4M CDBG-DR award — atop $2,374,918 in FSTED seaport grants — funds the rebuild, with the federal funds to be expended by 2027-03-31. $2.3M of it is reallocated Sally housing money, the surviving port share of a stalled $5.8M award — a contested reallocation that the March 2026 paperwork executing it never mentions. UWF WAVE
A university vessel-engineering lab built explicitly around American Magic's arrival — the catalyst narrative forming in a primary document, asserted by the beneficiary itself. The binding metrics: 175 marine-composites certificates and ≥$9.95M in extramural funding by 2034, owed by a named public university board. The executed grant agreement is in the corpus.

Birdon / Project Maeve
Nine times American Magic's money: $76M requested of a $275M shipbuilding project, 2,000 jobs pitched as "direct at the Port" — redefined in the draft instruments as FTEs across eight counties, subcontractors included. The term sheet is executed (2026-07-23) and expressly non-binding; the clawback would bind "Project Maeve America, Inc.," a Delaware entity no document connects to the operating shipbuilder. Only a definitive Grant Award Agreement would bind anyone, and it does not exist.
HPMCE Dock Complex
A berth, breakwater, and −20 ft dredged channel — "American Magic Phase II" in the documents — funded by FDOT/FSTED and a Port match, awarded in 2026, after the Triumph decision was recorded as complete.
