The Living Atlas is a public, evidence-backed memory of consequential public decisions in Pensacola and Escambia County, Florida — what was promised, what is actually enforceable, and what changed, preserved so no one gets to remember it differently. Every claim carries a citation to a primary document; open questions are held open, not concluded.
