Five amendments (2021–2025) tripled the grant to $20.4M and the project to $111.7M, pushed the horizon to 2036, and replaced the original jobs metrics with the research-spend metric. The original 2020 thesis is preserved, unrewritten, above.
The original thesis (2020, immutable)
The 2020 application asked for $6,078,795 to "seed the establishment of a human performance cluster in Northwest Florida" and become a "Center of Excellence" — with ~18 net-new FTE over 3 years, ≥$20M in research proposals submitted, and 45 businesses mentored.
This cluster framing predates American Magic by three years — the "catalyst" language is a standing Triumph template, not a post-hoc rationalization invented in 2026. That cuts both ways, and is preserved as such.
The drift (2021–2025)
Amendment timeline: GAA 2021-03-23 → First 2022-11-03 → Second 2023-12-19 → Third 2024 (the instrument says executed 19 August; the Fourth Amendment's recital says August 25 — discrepancy preserved) → Fourth 2024-12-18 → Fifth 2025-09-09.
The binding metric shifted from winning research money to SPENDING it: Performance Metric #1 is now "expend ≥$58,531,507 in awarded research grants by 2036." The original ~18-FTE jobs metrics were superseded by the amended structure; whether they were achieved is unresolved.
Open questions
The text of Performance Metric #2 (and any beyond) is not in our documents — the Fifth Amendment shows only the amended PM#1. The obligation exists; its content is unknown.
What drove the 3.3× growth across five amendments is not yet documented. (Triumph's June-2026 portfolio report also lists a second IHMC grant — #342, NCCA, $6.7M — not yet extracted.)
